Two-Tailed Rat

First Rat starts randomly with Scratch, Disesase Bite, or Screech. 2nd Rat has next move after it in the cycle Scratch -> Disease Bite -> Screech, and 3rd Rat has the next after that. A rat cannot Call for Backup until it has taken 2 turns. Each rat can only Call for Backup once. Only 1 rat can Call for Backup in any particular turn. Call for Backup can only be used 3 times total across all rats. If Call for Backup is not allowed for a rat, it picks randomly between Scratch, Disease Bite, and Screech (equal weight among allowed options). If Call for Backup is allowed for a rat, then it has a 75% chance to Call for Backup, and remaining 25% to pick randomly between Scratch, Disease Bite, and Screech (equal weight among allowed options). Screech has a 3 turn cooldown. Scratch and Disease Bite cannot be used twice in a row.
